I would like to add a 4th monitor above the central of my three monitors.
Would be great for viewing the next cumulus cloud..

Unfortunately there appears to be no ability to offset a monitor viewing frame vertically, only horizontally.
Is there a way around this, or may it be a future feature in monitor setup?

AFAIK you can only add monitors horizontally. And up to a maximum of 3.

You may be able to select a higher resolution and divide the screens with your video card driver? That would be a possible work around. Another option is to use trackIR or consider VR.

It is not common for the developers to comment on future features or release dates. So you'll have to wait and see. They do read the forums so they may see your request.
