Setup in Win 10 first until it is recognized within 10 - CH pro pedals has calibration software free to download that can confirm setup is working in Win 10:

The pedals generally have three axes : rudder (back & forth movement) and left & right brakes (tilt). Apparently Condor has selected one of these.
When you set up Condor controls, you need to move both pedals and make sure you do not activate the brakes, i.e. do not tilt the pedals

CH Pro Pedals setup INSTRUCTIONS
No need to setup for Left or Right Rudder (marked with red pen), doing so will not do anything.
Only setup Rudder (marked with yellow highlighter). The axis will be "Z" and the pedal movement will be a back and forth movement of the petals (where they both move together, they are mechanically connected). The petals have a plastic guard to prevent this moment (easily removed - they are behind each pedal on the base)
