MO24: CC Rating alive + New Ping Rules

Hello people,

after spending lots of hours investigating the bug we managed to solve it.

I also found out what is stopping the tow process. It is caused when somebodys ping has very high variations like small disconnects. I have watched one member and had to kick him. Then the start procedure started again. Also I have video shots what will go to the developers for investigation.

Because of this I now have to set up NEW RULES to make sure our start procedure is working and we don't have to face any other bugs:

A) Maximum Ping to 200
B) If you have ping jumps between 50 and 1500 you are going to be kicked or banned on Server A+B.
C) Everybody has to make sure that nobody in your network has high activity running like Netflix, TV over Internet; Playstation..etc
D) Everybody with lower internet speed has to go on server C!

Condor 3 seems to be more sensitive as C2 and we now have to deal with it until the developers offer us a patch for this.
