Issue with penalty zone base altitude limit

I just noticed that you can't set the base of a penalty zone above 4900m, which seems like a bit of a strange limit. I was trying to set a 18000 ft (5486m) penalty zone for a task (Class A airspace starts at 18000 feet in the US) and found it wouldn't let me do so.

Might be a relic from condor 1. Max altitude in version 1 was 5000 meters, so minimum of 4900.

You could maybe manually edit the FPL file with a text editor and set the higher value.
