PATCH 2.1.2 various problems encountered, from Argentina

Estimates, first we notice that the FPS are slowed down for 3 to 40 seconds. the man appears working, as if it were a hardware problem and the audio is looped.
during that time the ping to the server rises from 40ms to 130ms and clients with 150ms are shot at 600ms.
this happens to the vast majority of competitors (47 the last test)
investment height 1850 meters, great thermal activity.
the server is a dell 710, double xenon with 32gb of ram and SAS disks
the internet connection is by 10GB fiber optic (if 10GB) the server is installed in an internet provider. reason why we discard connection problems or server capacity.
my client computer is an I9 7700k, with 16gb ram, M2 disk, 4GB 1050ti video card. so I also rule out hardware problems on the client side.
Even other customers with more powerful video cards have the same problem.
we hope for a quick solution, since the new patch brought more problems than solutions. thank you for your comprehension.

I think your are talking about 10Gbps and not 10GBps (10GBps is 80Gbps). Can you confirm?
This is related to internet connectivity of your server isn't it?
And what about your own internet connectivity?

Does your hosting provider, hosting your server, do not have any rate limiting for UDP trafic? (This is something common to prevent DDOS)

Correct 10 Gigabit, on the other hand my connection is direct to the server through a mikrotik, I am connected DIRECT with a network cable, since the provider of the internet server is me, (www.serviciosrosario.com) so I discard a connection problem.
I forgot, I do not put any kind of fee, or traffic block of any kind

this is the result of a speed test of the PC with which I run my condor, so the problems of MY connection are totally ruled out
