CC competition module is not tied to Condor version. As long as CC is updated to recognize V3 FTR and FPL, it'll work. DSHelper stands for Dedicated Server helper, so it's a powerfull add-on to manage easily your server(s).
Your comp is set to be ccRated, you *must* use DSHelper for it to be enabled (and don't forget to tick Condor Club checkbox in settings).
