Found it. Not quite as I have described. Say you have UK landscape installed. Find an FPL file you know is for the UK. Rename this file to:

Flightplan.fpl

Place this file here:

Documents/Condor/Pilots/*Your Name*/

You'll have to overwrite the file in there.

There's another way around this. There's a file somewhere which contains which FPL is loaded when condor loads. Just change the FPL name to one you have for a landscape you have installed job done.

I'm at my local A&E with a gammy knee (fun!) so can't check which file it is.

Can you state the weather settings you are using? There is a small bug where if you set Flatland activity to low it takes an extremely long time to calculate, especially on larger landscapes.
