Alby and I have commenced work on West Australia. It will follow the same style and level of detail as our Victorian sceneries (buildings, powerlines, fences, livestock etc). PM me if you would like to be involved in testing.

Not easily, no --- unless you have access to the airport's source .obj files (from which the .c3d files are generated).
If you do have those files, you can use a 3d modelling tool to add the new windsock to the obj file, then use the ObjectConverter convert it back to c3d.
