We must find the cause first.
Which browser (and version if it's Internet Explorer) do you use?
Which windows version and plateform (32/64bits)?
If you turn off your antivirus (if other than Windows Defender) before downloading, does it work?

I am using Microsoft Edge version 44.
Windows 10 Home
64 bit
Turning off antivirus DID allow for the successful download and install of this scenery. :D

Have not had to do this with other scenery...

I swear, these days antiviruses are worse than viruses.

Time to name and shame it! What's your antivirus?
Clearly they used signed int32 to handle filesize, so there is an overflow.

That's because this particular file is exceptionally big (more than 2GB in size). SouthEastUK2-textures-part2.7z is also over 2GB.
